OVERVIEW
The Philippine Consulate General in Frankfurt offers civil registry services, which include the registration of births, marriages, and deaths of Filipino citizens that occur in the German states under the Consulate’s jurisdiction.
Civil registration is a legal requirement under Philippine law (Act No. 3753), ensuring the continuous and permanent recording of vital events such as births, marriages, and deaths. These records are used for legal identification and personal transactions such as applying for jobs, passports, school admissions, and insurance claims.
Key Information for Applicants
- Report Birth: Must be submitted to the Consulate within 12 months of a child’s birth. Delayed reports will entail additional requirements, including an Affidavit of Delayed Registration of Birth explaining the reason for the delay.
- Report of Marriage: Must be submitted within 12 months of its occurrence. Delayed reports will entail additional requirements, including an Affidavit of Delayed Registration of Marriage explaining the reason for the delay.
- Report of Death: Must be submitted within 12 months of its occurrence. Delayed reports will entail additional requirements, including an Affidavit of Delayed Registration of Death explaining the reason for the delay.
- Legal Capacity to Contract Marriage (LCCM): Filipino nationals intending to get married through a German Standesamt must secure a Certificate of Legal Capacity to Contract Marriage (LCCM) from the Consulate.
- Solemnization of Marriage: Only marriages between Filipino nationals are solemnized at the Philippine Consulate General in Frankfurt, Germany.
- All Report of Birth, Report of Marriage, and Report of Death applications must undergo pre-assessment before an appointment is booked. Applicants are advised to send PDF copies of their completed (but unsigned) application forms along with the required supporting documents to civilregistry.frankfurtpcg@gmail.com.
- The Consulate reserves the right to require additional documents to support your application.

If submitting the documents personally, please follow the steps below:
STEP 1: Email your filled out but unsigned Report of Birth application form and PDF scanned copies of complete supporting documents to civilregistry.frankfurtpcg@gmail.com for pre-assessment.

- Filled up but unsigned Report of Birth application form (4 copies)
- Complete supporting documents (originals and 4 photocopies) indicated in the Checklist of Requirements
- Cash or debit card (Girocard only) for payment of consular fees in the amount of €25.00 per application and €25.00 for each Affidavit, if applicable
- Self-addressed return envelope with €4.45 postal stamps that will be used to send back your documents through registered mail
STEP 3: Arrive at the Consulate for your scheduled appointment on time, with complete documents, to file your application.

GUIDELINES AND REQUIREMENTS for legal capacity to contract marriage
STEP 1: Prepare the following requirements:
- Accomplished Sworn Statement.
- Applicant’s valid passport – original and photocopy
- Applicant’s Birth Certificate issued on PSA security paper and duly authenticated by the DFA – original and photocopy
- Copy of passport or Personalausweis of the fiancé(e)
- One photo each of the applicant and fiancé(e) (photo size: 4.5 cm x 3.5 cm, white background)
- Self-addressed return envelope with €4.45 post stamps or a pre-paid envelope (if applicant will not pick up the LCCM)
- Depending on the applicant’s status and age, the following additional requirements apply:
SINGLE
PSA Certificate of No Marriage Record (CENOMAR), authenticated by the Department of Foreign Affairs – 1 original copy and 1 photocopy. The CENOMAR must be issued within the last 6 months. That the certificate will be used for marriage abroad should be clearly indicated in the request.
WIDOWED
Authenticated Death Certificate of the spouse, Marriage Contract (with the deceased spouse), and Report of Death (only if the deceased spouse was a Philippine citizen who passed away abroad) – 1 original copy and 1 photocopy of each.
PREVIOUS MARRIAGE WAS ANNULED IN THE PHILIPPINES
Court Decree of Annulment (with a Certificate of Finality), authenticated by the DFA, and authenticated Marriage Contract (with the former spouse) bearing the annulment annotation – 1 original copy and 1 photocopy of each.
DIVORCED BY FOREIGN SPOUSE

- Have your foreign divorce judicially confirmed by a Regional Trial Court (RTC) in the Philippines;

- Secure from the PSA a copy of your Marriage Contract / Report of Marriage (to the former spouse) bearing the annotation of divorce.

STEP 2: Book your appointment and arrive at the Consulate with your complete requirements.
After submission, the announcement of the marriage of the concerned individuals will be posted within the Consulate’s premises for ten (10) consecutive days as notice to the public.
STEP 3: Assuming no qualified objections are received, the LCCM certification will be issued within five (5) working days after the lapse of the 10-day notice. Once the LCCM certification has been issued, it may be picked up by the applicant, or sent by post or courier using a self-addressed return envelope provided by the applicant.
GUIDELINES AND REQUIREMENTS for solemnization of marriage at the consulate
STEP 1: Prepare the following requirements:
- Accomplished Application Form for Marriage License
- Accomplished Joint Affidavit of Contracting Parties for Marriage
- Contracting parties’ Birth Certificate on PSA security paper and duly authenticated by the DFA – original and photocopy
- Passports and Aufenthaltstitel of the contracting parties – original and photocopy
- Photocopies of passports of at least two (2) witnesses

STEP 3: Assuming no qualified objections are received, the Marriage License will be issued within five (5) working days after the lapse of the 10-day notice period. Once the Marriage License has been issued, it may be picked up by the applicant or sent by post or courier using a self-addressed return envelope provided by the applicant.
STEP 4: Arrive at the Consulate on time on the scheduled date of the marriage ceremony.
STEP 5: Process your Report of Marriage application immediately after the marriage ceremony.
- Express processing: Applicants who appear in person at the Consulate may inquire if express processing is possible for the service they require. Express processing incurs an additional fee of €10.00 for each document for earlier release.
- Regular processing: Documents are ready for pick up or mailing using the self-addressed, prepaid return envelope provided by the applicant after five working days from submission of the documents.
- In-person applications: Payment shall be paid in cash or by debit card (Girocard only) at the Consulate.
- By post: Payment is only accepted via bank transfer after pre-assessment.
- No refunds: Fees are non-refundable once services have been rendered, even for incomplete or withdrawn applications.
- Do not pay until you have been advised to do so by the Consular Officer.
- No cash payments for mailed applications.
- All documents must be in English or accompanied by an official English translation.
- The Consulate is not responsible for delivery delays or losses of documents in the course of mailing.

How to Secure a PSA Document (Birth Certificate/Marriage Certificate/CENOMAR/Negative Certification of Birth)
To secure a PSA document, you may choose either of the following options:

You may obtain an e-Apostille version of a PSA document through https://www.apostille.gov.ph/e-apostille/.
Do you accept walk-ins
The Consulate does not accept walk-ins for Civil Registry transactions. Only clients whose applications and supporting documents have been pre-assessed and who have booked an appointment online will be served.
What is pre-assessment
Pre-assessment is a preliminary review of the applicant’s application and supporting documents. This step involves the applicant sending scanned copies of the supporting documents to the Consulate’s Civil Registry Section (civilregistry.frankfurtpcg@gmail.com) before the client books an appointment with the Consulate. This step helps to ensure a smooth application process for clients.
How long does pre-assessment take
The Consulate will endeavor to provide initial feedback within 48 hours from receipt of a pre-assessment request.
