OVERVIEW
Republic Act No. 9225 (Citizenship Retention and Re-acquisition Act of 2003) allows former natural-born Filipinos who lost their Philippine citizenship due to foreign naturalization to re-acquire or retain their Philippine citizenship. Eligible applicants residing abroad may apply at the Consulate. Upon approval, an Identification Certificate is issued as proof of Philippine citizenship.
The law also covers derivative Philippine citizenship for the unmarried children below 18 years old of applicants. Applications for children are processed together with the parent’s petition and require complete civil registry documents. Fees apply for each child included, as well as for the filing of a Report of Birth when applicable.

HOW TO APPLY
Guidelines and Requirements for Re-acquisition/Retention of Philippine Citizenship
STEP 1: Prepare the following requirements:
- Duly accomplished RA 9225 Re-acquisition and Retention Application Form with typewritten entries in triplicate
- As many of the following documents showing proof of Filipino citizenship:
- Philippine Statistics Authority (PSA) issued birth certificate;
- Old or valid Philippine passport;
- Voter’s affidavit or voter’s identification card;
- Marriage contract indicating the Philippine citizenship of the applicant; or
- Other documents that would show that the applicant is a former natural-born citizen of the Philippines as may be accepted by the evaluating officer.
- Six (6) recent passport-size or 2×2 photographs with white background
- Two (2) recent passport-size or 2×2 photographs with royal blue background (BI Memorandum Circular No. MCL-08-006)
- Original PSA-issued Marriage Certificate if the applicant was married while still carrying Philippine citizenship, and three photocopies of the same
- Proof of acquisition of foreign citizenship (Einbürgerungsurkunde) with a certified English translation prepared by a licensed translator (vereidigter Übersetzer) and three photocopies of the original Einbürgerungsurkunde and English translation
- Foreign passport and three photocopies of the same
In all cases, the evaluating officer may require the submission of additional documents if there is reasonable ground to believe that the applicant is not a former natural-born Filipino.
STEP 2: Email the filled-out but unsigned application form and PDF scans of all supporting documents to ra9225.frankfurtpcg@gmail.com for pre-assessment.
STEP 3: Kindly await the Consulate’s reply. If the initial documentary requirements are in order, the Philippine Consulate General will provide a schedule for the submission of original documents and oath-taking; otherwise, the applicant will be contacted.
STEP 4: During the scheduled appointment, applicants must submit all original documents and three (3) photocopies and pay the processing fee of €50.00 and €25.00 for each qualified dependent.
After the Oathtaking Ceremony, the Consulate will issue the applicant’s original Oath of Allegiance, Order of Approval, and Identification Certificate (IC).
Guidelines and Requirements for Renunciation of Philippine Citizenship
STEP 1: Choose the correct renunciation form based on the applicant’s age and German naturalization status.
STEP 2: Fill out the selected form and gather all the required documents indicated on the second page of the renunciation form.
STEP 3: Submit your requirements:
If submitting the documents personally, please follow the below steps:
STEP 1: Email the renunciation form and PDF scans of your complete supporting documents to legalization.frankfurtpcg@gmail.com for pre-assessment.
STEP 2: Once the Legalization/Authentication Section confirms that your documents are complete and correct, book your appointment.
STEP 3: Arrive at the Consulate for your scheduled appointment on time, with your complete documents, to file your application.
If sending the documents by post, please follow the below steps:
STEP 1: Have the renunciation form notarized by a German Notar and pre-authenticated by the relevant German District Court (Landgericht).
STEP 2: Email your notarized and pre-authenticated renunciation form and PDF scans of your complete supporting documents to legalization.frankfurtpcg@gmail.com for pre-assessment.
STEP 3: Once the Legalization/Authentication Section confirms that your documents are complete and correct, assemble your document submission packet to include all of the requirements indicated on the second page of the renunciation form including your proof of payment and self-addressed prepaid return envelope.

FREQUENTLY ASKED QUESTIONS (faqs)
Who is considered a natural-born Filipino
Under the 1987 Constitution, the following are considered natural-born Filipinos:
- A person who, at the time of his/her birth, has at least one Filipino parent,
- A person born to a Filipino mother before 17 January 1973 who elected Philippine citizenship upon reaching the age of majority (21 years old), and,
- Those who were born under the 1935 and 1973 Philippine Constitutions.
Those who were born in the Philippines must submit a copy of his/her birth certificate issued by the Philippine Statistics Authority (PSA) and authenticated by the DFA or Philippine Embassy or Consulate. It must be emphasized that the birth certificate must show that his/her parent(s) are Filipino citizens at the time of birth. If the applicant was born during the effectivity of the 1935 Constitution and he/she derived Philippine citizenship from the mother, the applicant must also present his/her Certificate of Election of Philippine citizenship.
Those who were born abroad must present a copy of the Report of Birth issued by the Philippine Embassy or Consulate and, in applicable cases, the original copy of his/her birth certificate by competent foreign authorities. Other documents may also be required from the applicant when his/her birth certificate does not clearly indicate the nationality of his/her parent/s.

What is dual citizenship
Dual citizenship means that you have two citizenships at the same time as a result of the interaction of the laws between two countries. A person can be a dual citizen by choice or by birth. An individual can be considered a Philippine dual citizen by choice through the process of RA 9225 while a Philippine dual citizen by birth is a natural-born Filipino who does not have to perform any action to acquire the citizenships.
Dual citizenship only refers to those who have two citizenships at the same time. Those who possess more than two citizenships are considered to have multiple citizenships.
Who are not eligible under RA 9225
Persons who were naturalized Filipinos before acquiring the citizenship of another country are not eligible for Philippine dual citizenship. Those who are not natural born Filipinos are not eligible to apply under this Act.
