Appointment is NOT required. The Consulate will accept Overseas Voter Registration from Monday to Friday (except on holidays) from 9:30 am to 4:30 pm.
OVERVIEW
All citizens of the Philippines abroad who are not otherwise disqualified by law and who will be at least 18 years of age on 08 May 2028 may register to vote for the 2028 Philippine National Elections.
The overseas voter registration period for the said elections is from 01 December 2025 to 30 September 2027.
Registered overseas voters may cast their vote for the following national positions during the overseas voting period in 2028:
- President;
- Vice President;
- Senators; and
- Party List Representatives.
GUIDELINES
DISQUALIFICATIONS
The following are disqualified from registering as an overseas voter per Republic Act no. 9189 as amended by Republic Act no. 10590 and COMELEC Resolution no. 11171:
- Those who have lost their Filipino citizenship in accordance with Philippine laws;
- Those who have expressly renounced their Philippine citizenship or who have pledged allegiance to a foreign country; except dual citizens as referred to under Republic Act no. 9225;
- Those who have committed and are convicted in a final judgment by a Philippine court or tribunal of an offense punishable by imprisonment of not less than one (1) year, such disability not having been removed by plenary pardon or amnesty: Provided, however, That any person disqualified to vote under this subsection shall automatically acquire the right to vote upon the expiration of five (5) years after service of sentence; and
- Any citizen of the Philippines abroad previously declared insane or incompetent by competent authority in the Philippines or abroad, as verified by the Philippine embassies, consulates or foreign service establishments concerned, unless such competent authority subsequently certifies that such person is no longer insane or incompetent.
Who Should Register
The following individuals should register as an overseas voter with the closest Philippine Embassy or Philippine Consulate General:
- First-time voters based overseas;
- Registered voters in the Philippines who have moved overseas;
- Registered voters in the Philippines who will be overseas during the voting period;
- Registered overseas voters who have changes to their personal details; and
- Overseas voters whose registrations were deactivated, transferred, or with multiple registrations.
HOW TO REGISTER
- Check the Consulate’s Operating Schedule. Filipinos who wish to register or update their record as an overseas voter do NOT need an appointment to be able to do so, but should first check the Consulate’s list of holidays and operating schedule to ensure that the Consulate will be open when they plan to visit.
- Prepare Your Application. Gather the below documentary requirements before your appointment:
- Application Form. Complete the COMELEC Overseas Voting Form 1.
- Latest Philippine Passport. Original and one (1) photocopy of the data and signature pages of your Philippine passport.
- Proof of Current Philippine Citizenship. Original and one (1) photocopy of visa, work permit, permanent resident card, PSA Report of Birth, or Dual Citizenship Certificate
- Proceed to the Consulate. Go to the Consulate to submit your registration form and supporting documents.
- Biometric Data Collection. The Consulate’s VRM Operator will take your fingerprints and photograph during your appointment to complete your application.
