OVERVIEW
The Philippine Consulate General in Frankfurt renders authentication and notarization services for applicants residing within the Consulate’s jurisdiction for documents to be used in the Philippines.
Honorary Consular Offices under the supervision of the Philippine Consulate General in Frankfurt may also render similar services.
Although Philippines and Germany are both signatories to the 1961 Apostille Convention, the system has yet to be enforced between the two countries.
Documents submitted to the Consulate for authentication/legalization must undergo the so-called “chain authentication” in accordance with the 1963 Vienna Convention, which requires that documents be pre-authenticated by the relevant authority before they are submitted to the Consulate.
Key Information for Applicants
- Documents must be in English, or if the document is in German, it should be accompanied by a certified English translation that has been pre-authenticated by the relevant Landgericht prior to submission to the Consulate.
- Commercial documents in English or with built-in English translations should be pre-authenticated by the relevant Industrie- und Handelskammer (IHK), Behörde für Justiz und Verbrauchschutz, Bezirkregierung, or Landgericht prior to submission to the Consulate.
- Commercial documents in German should be accompanied by an English translation prepared by a licensed English translator (vereidigter Übersetzer) and pre-authenticated by the relevant Landgericht prior to submission to the Consulate.
- German civil registry documents (in the international version issued by German Standesamt) should be pre-authenticated by the relevant Regierungspräsidium, Bezirkregierung Landesverwaltung, Polizeidirektion, or Behörde für Inneres Sport und Einwohner-Zentralamt, Aufsichts- und Diestleistungsdirektion, or Landgericht prior to submission to the Consulate.
- Police clearance should be pre-authenticated by the Bundesamt für Justiz prior to submission to the Consulate.
- Court decisions should be accompanied by an English translation prepared by a licensed English translator (vereidigter Übersetzer) and pre-authenticated by the relevant Landgericht prior to submission to the Consulate.

Guidelines and Requirements for AFFIDAVIT OF SUPPORT AND GUARANTEE
If submitting the documents personally, please follow the steps below:
Step 1: Email PDF scanned copies of the following documents to legalization.frankfurtpcg@gmail.com for pre-assessment:
- Filled out Affidavit of Support and Guarantee (AOSG) Form;
- Copy of the passport/ID (Aufenhaltstitel, Personalausweis) of the sponsor;
- Copy of the passport of the individual being invited/sponsored;
- Proof of relationship of sponsor with the individual being invited/sponsored (e.g., photos of the sponsor and with the invitee, maximum of three (3), Birth Certificate, Marriage Certificate);
- Proof of financial capacity of sponsor (e.g., payslip, bank statements/certificate, etc.);
- Copy of the Formal Obligation (Verpflichtungserklärung), if available;
- Copy of the letter of invitation addressed to the Consular Section of the German Embassy in Manila.
Step 2: Once the Legalization/Authentication Section has confirmed that the documents are complete and correct, book your appointment at https://appt.link/frankfurtpcg-legalization-services/appointment.
Step 3: If planning to have your processed documents mailed back to you, prepare a self-addressed return envelope with €4.45 postal stamps.
Step 4: Before coming to the Consulate, ensure that you have two (2) sets of each supporting document enumerated above, as well as your original passport and two (2) filled up but unsigned Affidavits.
Step 5: Arrive at the Consulate for your scheduled appointment on time.
Step 6: The document will be available within five (5) working days for regular processing, or on the next working day for express processing from submission. The document may be picked up by the applicant or sent by courier using the self-addressed return envelope provided by the applicant.
If sending the documents by post, please follow the steps below:
Step 1: Have the accomplished Affidavit of Support and Guarantee (AOSG) Form notarized by a German Notar and pre-authenticated by the relevant German District Court (Landgericht).
Step 2: Email a copy of your notarized and pre-authenticated AOSG form and PDF scanned copies of the following supporting documents to legalization.frankfurtpcg@gmail.com for pre-assessment:
- Copy of the passport/ID (Aufenhaltstitel, Personalausweis) of the sponsor;
- Copy of the passport of the individual being invited/sponsored;
- Proof of relationship of sponsor with the individual being invited/sponsored (e.g., photos of the sponsor and with the invitee, maximum of three (3), Birth Certificate, Marriage Certificate);
- Proof of financial capacity of sponsor (e.g., payslip, bank statements/certificate, etc.);

Guidelines and Requirements for SPECIAL POWER OF ATTORNEY AND OTHER AFFIDAVIT
- Please ensure that the document to be submitted to the Consulate for authentication is in English. Documents solely in German without a built-in English translation must be accompanied by a translation prepared by a licensed translator (vereidigter Übersetzer) and further authenticated by the relevant Landgericht.
- For consular notarization, personal appearance of the signatory/ies is required and the documents to be notarized must be in English. The document/s must be signed only in the presence of the Consular Officer.
- For the authentication/legalization of an Employment Contract or Training Contract please email scans of your documents to legalization.frankfurtpcg@gmail.com for pre-assessment prior to submission.
- For all services, original documents and photocopies should be printed on one side of the paper only. Back-to-back printouts or copies of any documents will not be accepted.
- No express processing will be entertained for the authentication or notarization of professional labor or employment contracts and manpower agreements.
- Incomplete or incorrect documents will not be processed and will be returned to the applicant.

Guidelines and Requirements for Unaccompanied Travel of Minor Children to/from the Philippines
STEP 1: Prepare the following requirements:
Non-Filipino Minor Children Entering the Philippines
- Original notarized Affidavit of Support and Guarantee with Travel Consent for Waiver of Exclusion Ground (W.E.G.) executed by either parent or legal guardian before a Philippine Consular Officer (or notarized by a German Notar and pre-authenticated by the relevant Landgericht if personal appearance is not possible. Please follow the process specified under Contracts, Commercial Documents, German Civil Registry Documents, Police Clearance, Court Decisions)
- Copies of:
- Child/ren’s passport bio page with signature
- Passport bio page with signature of the parent who executed the Affidavit of Support and Guarantee with travel consent for Waiver of Exclusion Ground (WEG)
- Traveling companion’s passport bio page with signature
- Valid Philippine visa (if required)
- Return ticket
- Invitation (from inviting or sponsoring organization) for the child/ren to come to the Philippines of both or either of the parents naming the person who will accompany the child and with whom the child will reside in the Philippines.
- Those with Philippine ancestry and accompanied by a Philippine relative/guardian (with substantive proof–i.e. birth certificate issued by PSA, baptismal certificate, and other public documents acknowledging relationship); and/or
- Those in possession of a valid Philippine visa except 9A or 9B (tourist/transit)
Foreign children who are coming to join their parents in the Philippines and are travelling with a valid Philippine visa NOT 9(a) or 9(b) are exempted from applying for WEG.
The Bureau of Immigration will process the application for WEG and currently charge Php 3,120.00 (three thousand and one hundred twenty Philippine Pesos per child), or approximately €52.00, for the processing and approval of the WEG.
Application may be made online at https://e-services.immigration.gov.ph at least 72 hours before the intended arrival of the child/ren.

Filipino minor children (age below 18 years old) travelling to the Philippines must have a valid passport.
If the child will travel unaccompanied by an adult, the parents are advised to consult the airline policy on the minimum age allowed for a child’s unaccompanied travel.
Parent(s) of the Filipino minor(s) travelling to the Philippines are advised to execute the following:

Due to increasing incidences of child abductions, a Filipino minor child, regardless of civil status, is required to secure a travel clearance issued by the Department of Social Welfare and Development (DSWD) if the child will travel out of the Philippines, either alone or with an adult other than a parent.
MINORS EXEMPTED FROM SECURING A TRAVEL CLEARANCE
The only exemptions to the DSWD travel clearance are minor children who are:
- travelling with either parent
- travelling with the legal guardian
- immigrants to another country and are holding a valid permanent residency card, dependents visa, or other pass issued by another country which proves residency with parents abroad. A minor who holds a permanent residency card of another country, or a valid pass such as dependents (visa/pass/identification or permanent resident visa/pass/identification card is no longer required to secure travel clearance from DSWD)
- not a Filipino citizen and are holding a foreign passport
A minor who is a Filipino citizen and living abroad but does not hold either a permanent resident visa or equivalent pass issued by another country is required to secure a travel clearance.
DSWD REQUIREMENTS FOR A TRAVEL CLEARANCE
The application for travel clearance and its documentary requirements are filed at any DSWD Field Office. The application form is available at all DSWD Field Offices and downloadable from DSWD website www.dswd.gov.ph. The documentary requirements vary depending on whether the child is travelling alone or travelling with an adult other than a parent or legal guardian
For minors travelling alone to a foreign country for the first time:
- Duly accomplished DSWD Travel Clearance application form
- Photocopy of either Birth Certificate or passport of the minor
- Written consent of both parents or the solo parent or the legal guardian permitting the minor to travel alone to a foreign country (parents based in Germany can book an appointment at the Embassy to secure a consularized Affidavit granting permission for the minor to travel alone)
- Proof of the consenting parent’s relation to the child, in one of the following forms:
- (married parents) a photocopy of the marriage certificate of the minor’s parents
- (legal guardian) a photocopy of the certificate of legal guardianship of the minor,
- (solo parent) a photocopy of the solo parent identification card from the Municipal Social Welfare and Development Office, a Local Social Welfare and Development Office, Tallaq or Faskh certification from the Shariah court or any Muslim Barangay or religious leader
- (if child is illegitimate) a Certificate of No Marriage (CENOMAR) issued by the National Statistics Office (NSO)
- (if parents are deceased) a photocopy of the death certificate
- Two colored passport size photos of the minor taken within the last six (6) months
The DSWD social worker may require additional documentary requirements during the assessment of the Travel Clearance application to make sure that no child shall be trafficked and that the child’s best interest and welfare is ensured.
For minors travelling for the first time with a person other than the parents or legal guardian:
- Duly accomplished DSWD Travel Clearance application form
- A photocopy of the birth certificate of minor
- A written consent of both parents or the solo parent or the legal guardian permitting the minor to travel to a foreign country with a specific person other than them (parents based in Germany can book an appointment at the Consulate to secure a consularized Affidavit granting permission for the minor to travel alone).
- As appropriate, a photocopy of the marriage certificate of the minor’s parents or a certificate of legal guardianship of the minor or in the case of solo parents, a solo parent identification card from the Municipal Social Welfare and Development Office or a certification from the Local Social Welfare and Development Office of being a solo parent or a court decree of separation, annulment or divorce, or Tallaq or Fasakh certification from the Shariah court or any muslim barangay or religious leader or in the case of an illegitimate minor, a certificate of no marriage (CENOMAR) *from the National Statistics Office or in the case of a deceased parent, a photocopy of the death certificate
- Two coloured passport photos of the minor taken within the last 6 months.
- Photocopy of the passport of the travelling companion
- For minor illegitimate children travelling abroad with the biological father, travel clearance certificate is required, as parental authority is vested only to the mother of the child, per Article 176 of the Family Code of the Philippines
ADDITIONAL REQUIREMENTS FOR MINOR/S UNDER SPECIAL CIRCUMSTANCES:
For Filipino minor travelling unaccompanied/ alone:
- Unaccompanied minor certificate from the airlines
- Waiver from the parents releasing DSWD-NCR from any liability/responsibility in case of untoward incident during the travel of the child.
- If minor will be visiting a relative abroad, include letter of invitation/support and guarantee from the inviter/sponsor with attached copy of his/her passport and visa.
NOTE: NO MINOR BELOW 13 YEARS OF AGE SHALL BE ALLOWED TO TRAVEL ALONE
For Filipino minor who will attend conference, study tour, competition, student exchange program, summer camp, pilgrimage, world youth day and other related activities:
- Certificate of participation with list of participants from the school or local organization with letter head and signature of official head.
- Signed invitation from the sponsoring agency/organization abroad with itinerary of travel.
- Affidavit of undertaking executed by the travelling companion indicating the safety measures undertaken by the sports agency (for sports competition).
For abandoned minor with alleged missing parent, if parents are married, the following shall be the requirements:
- Social Case Study Report executed by a licensed social worker of the Local Government Unit (LGU).
- Barangay Certification of non-existence of the alleged missing parent from his/her last known address. (Indicate complete date when was the alleged missing parent last seen)
- Notarized affidavit of Three (3) disinterested persons/somebody who has no blood relation to the family of minor that can attest/certify abandonment of either parent. (Attach valid ID of affiants)
For Filipino minor who will study abroad:
- Acceptance or Certificate of Enrollment/Registration from the school where minor is to be enrolled.
For Filipino minor migrating to another country:
- Visa petition approval
For Filipino minor going abroad for medical purposes:
- Medical abstract of the minor.
- Recommendation from the attending physician that such medical procedure is not available in the country.
For Filipino minor going abroad for inter-country adoption:
- Placement Authority issued by the ICAB
- Authority to Escort issued by the ICAB
For Filipino minor under Foster Care:
- Notarized affidavit of undertaking by the Foster Parent/s indicating the purpose of travel, destination, duration of travel and a provision stating the commitment of the Foster Parent on the personal appearance of child and foster parent to the Regional Director or his/her duly authorized representative, within 5 days upon return to the country.
- Notarized affidavit of consent from the Regional Director or authorized representative.
- Foster Placement Authority (Original and Photocopy)
- Foster Care License (Original and Photocopy)
- DSWD Certification of Child Declaring Legally Available for Adoption (CDCLAA) except those under Kinship Care wherein their parents did not relinquish the minor for adoption.

For Filipino minor under Legal Guardianship:
- Certified true copy of Court Order on Legal Guardianship
For Filipino minor who is the subject of an ongoing adoption case:
- No adoptee shall be issued a travel clearance unless a decree of adoption and certificate of finality is issued by the court. Further, no minor who was issued Pre-Adoption Placement Authority (PAPA) shall be issued travel clearance unless a court order is issued allowing the minor to travel with the Prospective Adoptive Parent.
NOTE: Other documentary requirements may be required according to the purpose of travel and based on the assessment of the social worker.
VALIDITY OF A DSWD TRAVEL CLEARANCE
A DSWD travel clearance is valid for a period of one (1) year from the date of issuance and shall be valid for multiple travels within the validity period, provided the conditions under which the travel clearance was issued have not changed. If a change in condition occurs like a change in travelling companion, a new travel clearance must be obtained.
FILING OF DSWD TRAVEL CLEARANCE
The application for travel clearance shall be submitted/filed manually by the parent/s or legal guardian or a duly authorized representative at DSWD Field Office that has jurisdiction over the residence of minor.
Service Hours: 8:00 am to 5:00 pm, Mondays – Fridays (Except Holidays)
ISSUANCE
The Travel Clearance Certificate may be obtained within Three (3) working days upon submission of the required documents.
A fee of Php 300.00 per child with One (1) year validity
A fee of Php 600.00 per child with Two (2) years validity
NOTE: In case of loss of the issued travel clearance, new set of requirements should be submitted to the Field Office and will be issued a new travel clearance. This should not be taken as a renewal of travel clearance but a new application.

Guidelines and Requirements for NBI Clearance Certification
According to the National Bureau of Investigation (NBI), applicants who have previously been issued NBI clearances from 2014 onwards can now renew their NBI clearance online without the need to accomplish a new NBI Fingerprint Form No. 5, provided that there are no changes to their personal data.
If there has been a change to the applicant’s personal data, applicants may secure and accomplish the Fingerprint Card Form from the Consulate.
This process also applies to Foreign Nationals who previously lived in the Philippines and require an NBI Clearance Certificate.
Applications for NBI Clearance are made in person and by appointment only.
The accomplished NBI form duly certified by the Consul should be sent by the applicant himself/herself directly to the National Bureau of Investigation in Manila for processing and the issuance of the clearance.
STEP 1: Prepare the following requirements:
- Two (2) passport size photos with white background.
- Original valid Passport or Aufenthaltstitel/Fiktionsbescheinigung/Personalausweis
- Photocopy of Passport data page or Aufenthaltstitel / Fiktionsbescheinigung / Personalausweis
STEP 2: Book your appointment through the Consulate’s online appointment system and submit your requirements in person.
STEP 3: Send the duly certified NBI form directly to the National Bureau of Investigation in Manila for processing and issuance of clearance.
GUIDELINES AND REQUIREMENTS FOR SHIPMENT OF HUMAN REMAINS / URNS TO THE PHILIPPINES
STEP 1: Prepare the following requirements:
- Four (4) original copies of duly accomplished Report of Death (ROD) Form, applicable ONLY if the deceased was a Filipino citizen at the time of passing.
- Original and five (5) photocopies of the Death Certificate (Formula C Auszug aus dem Sterbeeintrag), issued by the Local Civil Registrar (Standesamt) or similar authority, showing the name, age, nationality, date of death, and place of death of the deceased person.
- Medical Report of Death (Leichenschauschein), stating the cause of death as certified by the attending physician, and accompanied by a certified English translation.
- Certificate of Non-Contagious Disease issued by the proper health authority (e.g., Gesundheitsamt) stating that the deceased did not die of a contagious disease or that the remains to be shipped did not originate from a place contaminated by a contagious disease, in English or accompanied by a certified English translation.
- Copy of the passport or Personalausweis (ID card) of the deceased.
- Accomplished Letter Request Form for issuance of Mortuary Certificate.
- Self-addressed return envelope with €4.45 postage stamps for registered mail (Einschreiben) if processed documents will not be picked up
- Documentation Fees:
- Consular Mortuary Certificate: €25.00
- Report of Death: €25.00 (applicable to deceased Filipinos)
- Affidavit of Delayed Registration of Death: €25.00 (applicable to deceased Filipinos)
- Depending on the condition of the urn or remains, the following additional requirements apply:
CREMATED
- Notarized Certificate of Cremation (Einäscherungs-bescheinigung) issued by the crematorium, in English or accompanied by a certified English translation, stating that:
- The body was properly cremated in accordance with internationally accepted practices;
- The ashes are in a sanitary condition for overseas shipment, consistent with existing standards; and
- The urn has been hermetically sealed and contains only the remains of the deceased.
- Flight Details: Copy of planned/indicative flight details and Airway Bill if the remains will be shipped as unaccompanied cargo, OR copy of planned/indicative flight details and passport of the person bringing the urn to the Philippines.
EMBALMED
- Notarized Mortuary Certificate (Bescheinigung) issued by the Mortuary/ Funeral Director + Embalming Certificate (Bescheinigung der Einbalsameirung von Verstrobenen), in English or accompanied by a certified English translation if German, stating that:
- The body was properly embalmed in accordance with internationally accepted practices;
- The body is in a sanitary condition for overseas shipment, consistent with existing standards; and
- The coffin/casket has been hermetically sealed and contains only the remains of the deceased.
- Corpse Transit Permit (Leichenspass).
- Flight Details: Copy of the planned/indicative flight details and Airway Bill for overseas shipment.
STEP 2: Email the unsigned ROD application form and PDF scanned copies of all supporting documents to the Consulate for pre-assessment:
- For Filipino Citizens: civilregistry.frankfurtpcg@gmail.com
- For non-Filipino Citizens: legalization.frankfurtpcg@gmail.com
STEP 3: Once the Consulate confirms by email that the documents are ready for submission, you may submit them either by post or in person.
- Submitting in person: Book your appointment and arrive at the Consulate with complete requirements.
- Submitting by post: Assemble your packet to include the relevant forms and all supporting documents submitted during the pre-assessment stage, along with proof of payment and a self-addressed prepaid return envelope. Send the package to the Consulate's address, to the attention of the Civil Registry Section. In cases where the deceased is Filipino, once the Consulate has confirmed that the ROD application, and the Affidavit of Delayed Registration (if applicable) are correct, have the ROD application form and the accompanying Affidavits, if any, notarized and pre-authenticated by the Landgericht concerned.
- Express processing: Applicants who appear in person at the Consulate may pay €10 per document for next working day release, assuming all requirements are complete.
- Regular processing: Documents are ready after 5 working days and can be picked up at the Consulate or mailed back using a self-addressed, prepaid return envelope provided by the applicant.
- In-person applications: Payment must be made in cash or by debit card directly at the Consulate.
- By post: Payment is only accepted via bank transfer after passing pre-assessment.
- No refunds: Fees are non-refundable once services have been rendered, including for incomplete or withdrawn applications.
- Do not pay until you have been advised to do so by the Consular Officer.
- No cash payments for mailed applications.
- All documents must be in English or accompanied by an official English translation.
- Consular Mortuary Certificate: Applicants are reminded NOT to confirm any flight details for the remains until after the Consular Mortuary Certificate has been issued.
- The Consulate is not responsible for delays or losses during mailing or with couriers.

Can the Consulate authenticate my PSA-issued documents for use in Germany
No. PSA-issued documents can only be authenticated by the Department of Foreign Affairs – Office of Consular Affairs. Depending on the nature of the transaction, German authorities may require a secondary authentication of your documents by the German Embassy in Manila. Please check with your local authorities.
The authentication of au pair contracts has been suspended since 2024. When will it be lifted
The suspension remains in place until further notice.
