A Report of Marriage is a declaration that a marriage involving a Filipino citizen took place in a foreign country. Such report is forwarded to the Philippine Statistics Authority for official registration.
ONLY marriages that happened in the following places can be registered by the Philippine Consulate General in Frankfurt: Hesse, North Rhine-Westphalia, Thuringia, Baden-Württemberg, Rhineland-Palatinate, Saarland, and Bavaria.
A marriage should be reported to the Consulate General within twelve (12) months of its occurrence.
A marriage that is reported to the Philippine Embassy or Consulate beyond the twelve (12) month grace period is considered a Delayed Registration of Marriage. In this case, the report must be accompanied by an explanation surrounding the delay in the reporting of the marriage through an Affidavit of Delayed Registration of Marriage.

PROCEDURE
A. If sending the documents by post, please follow the below steps:
- STEP 1: Email your filled up but unsigned ROM application form and scans of your complete supporting documents to civilregistry.frankfurtpcg@gmail.com for pre-assessment.
- STEP 2: Once the Civil Registry Section confirms that your documents are complete and correct, have one ROM application form notarized and any accompanying Affidavits notarized AND pre-authenticated by the relevant Landgericht.
- STEP 3: Once your notarized ROM application form and pre-authenticated Affidavit/s are ready, assemble your document submission packet to include all of the requirements indicated in the Checklist, including your proof of payment and self-addressed prepaid return envelope.
- STEP 4: Mail your documents to the Consulate:

B. If submitting the documents personally, please follow the below steps: book an appointment here and prepare the following:
- STEP 1: Email your filled up but unsigned ROM application form and scans of your complete supporting documents to civilregistry.frankfurtpcg@gmail.com for pre-assessment.
- STEP 2: Once the Civil Registry Section confirms that your documents are complete and correct, book your appointment here and prepare the following:
- Filled up but unsigned ROM application form
- Complete supporting documents (originals and 4 photocopies each per application)
- Payment of €25.00 in cash per ROM application to be filed and €25.00 for each attendant Affidavit.
- Self-addressed return envelope with EUR 4,25 postal stamps that will be used to send back your documents
- STEP 3: Arrive at the Consulate for your scheduled appointment on time, with your complete documents, to file your application.
PROCESSING TIMES
Express processing: An applicant who appears PERSONALLY at the Philippine Consulate General in Frankfurt may pay an additional fee of €10.00 (per document) for the document to be processed and released on the SAME DAY.
Regular processing: For regular processing, applicants may return to the Consulate to claim the processed document/s after five (5) working days or have it mailed back through a self-addressed pre-paid return envelope.
PAYMENT
If filing your application in person, payment should be made in cash or by debit card directly at the Consulate to avoid any delays in the processing of your documents.
If filing your application by post, payment should be made by bank transfer only after the applicant has passed the pre-assessment phase.

NOTE: The Consulate follows the “NO REFUND POLICY” on fees paid by applicants for actual services rendered by the Consulate.
