Authentication and Legalization

The Philippine Consulate General provides authentication/legalization services for documents executed in the German states under the Consulate’s jurisdiction (Hesse, North Rhine-Westphalia, Thuringia, Baden-Württemberg, Rhineland-Palatinate, Saarland, and Bavaria) that are to be used in the Philippines.

The Consulate, through its Consular Officers, may also notarize documents signed by individuals that will be used or presented in the Philippines. Personal appearance of the signatory/s is a requirement for consular notarization.


 

OVERVIEW OF CHAIN AUTHENTICATION

Although both the Philippines and Germany are parties to the 1961 Apostille Convention, the Apostille arrangement is currently not yet in force between the Philippines and Germany.

As such, documents executed in Germany must still be authenticated/legalized by the relevant Philippine Embassy or Consulate prior to use in the Philippines.

Documents submitted to the Consulate for authentication/legalization must undergo the so-called “chain authentication” in accordance with the 1963 Vienna Convention, which requires that documents be pre-authenticated by the relevant Competent Authority before they are submitted to the Consulate.


 

SUBMISSION

IMPORTANT REMINDERS:

  1. All documents submitted to the Consulate for authentication must be in English. If the original document is solely in German without a built-in English translation, it must be accompanied by a translation prepared by a licensed translator (vereidigter Übersetzer) and further authenticated by the relevant Landgericht.
  2. For consular notarization, personal appearance of the signatory/s is required and the documents to be notarized must be in English. The document/s must be signed only in the presence of the Consular Officer.
  3. For the authentication/legalization of an Employment Contract, Training Contract, or Au Pair Agreement, please email scans of your documents to legalization.frankfurtpcg@gmail. com for pre-assessment prior to submission.
  4. For all services, original documents and photocopies should be printed on one side of the paper only. Back-to-back printouts or copies of any documents will not be accepted.
  5. No express processing will be entertained for the authentication or notarization of professional labor or employment contracts and manpower agreements.
  6. Incomplete or incorrect documents will not be processed and will be returned.

Once the documents have been pre-authenticated, please undertake the following steps: 

If Submitting Documents IN PERSON: 

  1. Download, review, and fill up/complete the Consulate’s Checklist of Requirements.
  2. For consular notarization of Affidavits, SPAs, contracts, and other similar documents:
    • For every document to be notarized, prepare two unsigned copies of the document and two copies of the signatory/s’ passport biodata page or the front and back of the signatory/s’ Personalausweis;
    • Bring the signatory/s’ original passport or Personalausweis;
    • Prepare for payment of € 25.00 in cash per document;
    • Bring a self-addressed prepaid (EUR 4.45 for Einschreiben service) return envelope.
  3. For the authentication of an Employment Contract, Au Pair
    Agreement, or Training Contract, please email scans of your
    documents to legalization.frankfurtpcg@gmail.com for pre-assessment prior to submission.
  4. For authentication of Affidavits, SPAs, contracts, commercial
    documents, civil registry documents, police clearance, and court decisions:
    • For every document to be authenticated, prepare the original document and 1 photocopy, as well as 1 photocopy of the applicant’s passport biodata page or the front and back of the applicant’s Personalausweis;
    • Prepare for payment of € 25.00 in cash per document;
    • Bring a self-addressed prepaid (EUR 4.45 for Einschreiben service) return envelope.
  5. Book an appointment with the Consulate here. 
  6. Express processing is offered only to applicants who apply PERSONALLY at the Philippine Consulate General in Frankfurt for an additional fee of €10.00 per document, so that the said document for authentication or notarization may be processed and released on the next working day.

If Submitting Documents BY MAIL:

  1. Download, review, and fill up the Consulate’s Checklist of Requirements.
  2. For the authentication of an Employment Contract, Au Pair Agreement, or Training Contract, please email scans of your documents to legalization.frankfurtpcg@gmail.com for pre- assessment prior to submission.
  3. Include the following in your mail packet:
    • Filled out Checklist of Requirements;
    • Original document/s to be authenticated;
    • 1 photocopy of each document to be authenticated;
    • 1 photocopy of the applicant’s passport biodata page or the front and back of the applicant’s Personalausweis per document to be authenticated;
    • Proof of payment via bank transfer;
    • Self-addressed prepaid (EUR 4.45 for Einschreiben service) return envelope.
     NOTE: The Consulate will not accept cash payment for applications submitted by mail.

NBI CLEARANCE CERTIFICATION

According to the NBI, applicants who were previously issued NBI clearances from 2014 onwards may now renew their NBI clearance online through the NBI’s website (https://clearance.nbi.gov.ph/) without the need to accomplish NBI Fingerprint Form No. 5, provided there has been no change in their personal data.

For applicants that need to accomplish NBI Fingerprint Form No. 5 for their NBI Clearance application, the requirements are as follows: 

  1. Personal Appearance
  2. Duly accomplished NBI Form (to be provided by the Consulate)
  3. Two (2) passport-sized photos with white background
  4. Valid Passport or Ausweis (original + 1 photocopy)
  5. Fee €25,00

The applicant will be responsible for sending the accomplished NBI Clearance application form duly certified by the Consul directly to the National Bureau Investigation in Manila for the actual issuance of the clearance.
