Planning to Use Your Current Passport?
Airlines and immigration authorities require at least 6 months’ validity on a passport to be allowed entry into a country.
The Philippine Consulate General in Frankfurt recommends that:
- You apply for a new passport about 9 months before your passport’s expiration; and
- You do not purchase outbound travel tickets until your new passport is already with you.
Lost Passport
In case of a lost passport, please report the loss immediately to the Philippine Consulate General in Frankfurt through email (frankfurtpcg.consular@dfa.gov.ph).
Passport Application Reminders
- Personal appearance is required for ALL applicants and ALL types of passport applications.
- Applicants are required to book an appointment before visiting the Consulate. To schedule an appointment please visit this link: https://frankfurtpcg.de/appointments-passports.
- Please bring all requirements during your appointment. Applications with incomplete documents will NOT be accepted.
- Please prepare to present your Original Philippine Statistics Authority (PSA) documents during the passport application process. For information on how to secure a PSA civil registry document, please check their website at https://psa.gov.ph/content/e-census.
- Your new passport is expected to be ready four (4) to six (6) weeks after you complete the application process at the Consulate. Nevertheless, the Consulate is not liable for delays in the availability of the new passport due to unforeseen circumstances.
- Applicants who wish to have their new passports mailed to them are required to provide a pre-paid envelope with EUR 4,25 stamps from Deutsche Post (Einschreiben) or from a private courier service (e.g. UPS Standard, DHL Expresseasy).
NOTE: There have been cases of passports getting lost in the postal system. The Consulate assumes no liability for any loss of documents once they have been handed over to the German Post Office/courier service.
- Passports left unclaimed after one (1) year will be cancelled per DFA Department Order No. 2021-012.
REQUIREMENTS FOR APPLYING FOR E-PASSPORTS FOR THE FIRST TIME/ NEW APPLICATION (ADULTS)
- Personal Appearance
- Duly accomplished PASSPORT-APPLICATION-FIRST-TIME sent with the email confirmation of your appointment
- Birth Certificate printed on Security Paper issued by the Philippine Statistics Authority and one (1) photocopy, or Original and a photocopy of the Report of Birth if filed at the Philippine Consulate General in Frankfurt, Philippine Embassy in Berlin or the Philippine Honorary Consulates in Germany
- Married women who are using their spouse’s surname must also submit their Original PSA Authenticated Marriage Contract on Security Paper and one (1) photocopy, or Report of Marriage and one (1) photocopy
- Any of the following Valid IDs with one (1) Photocopy:
- Social Security System (SSS)/ Government Service Insurance System (GSIS)/ Unified Multi-Purpose Identification (UMID)Card
- Land Transportation Office (LTO) Driver’s License
- Professional Regulatory Commission (PRC) ID

Supporting Documents
In addition to the core requirements, the following supporting documents will be further required in the following cases:
In case of Late Registered Birth Certificate:
- If Birth Certificate was registered at least ten (10) years ago, application will be treated as a regular application, and no additional supporting documents will be required.
- If Birth Certificate was registered less than ten (10) years ago, applicant must submit IDs that pre-date the late registration.
- If applicant has no IDs that pre-date the late registered Birth certificate, applicant must produce current IDs and National Bureau of Investigation (NBI) Clearance.
If an Applicant’s marriage has been dissolved and wants to revert to her maiden surname:
- Applicant must submit original copy of the authenticated annotated PSA Marriage Certificate (MC) or Report of Marriage (ROM) stating that the marriage has been dissolved
If applicant has lacking data in Birth Certificate or Report of Birth
Applicant must submit proof of filing of supplemental report or correction from the Local Civil Registrar (LCR)
If applicant has discrepancy in data in Birth Certificate / Report of Birth and other documents
- If the discrepant data is in the PSA Birth Certificate, the applicant must submit the annotated birth certificate issued by PSA and authenticated by the Department of Foreign Affairs reflecting the corrected entry. If the discrepant data is in the other documents, the PSA Birth Certificate will be followed.
- Discrepancy in first name – Applicant must submit the annotated birth certificate issued by PSA and authenticated by the Department of Foreign Affairs reflecting the corrected entry.
- Discrepancy in other data – Applicant must submit the annotated birth certificate authenticated by PSA reflecting the corrected entry
If applicant is a Dual Citizen by Birth
- Foreign Passport or other Foreign Government-issued ID and one (1) photocopy
If applicant is a Dual Citizen by Re-Acquisition
- Original PSA authenticated Birth Certificate/Report of Birth and Original Identification Certificate/Order of Approval issued by the Philippine Foreign Service Post (FSP) or the Bureau of Immigration (BI), and photocopies
- Foreign Passport or other Foreign Government-issued ID and one (1) photocopy
If applicant is a Naturalized Filipino Citizen
- Identification Certificate of Naturalization from the Bureau of Immigration (BI) and one (1) photocopy
If applicant obtained Filipino citizenship by Election
- Affidavit of Election of Philippine Citizenship and one (1) photocopy
- Identification Certificate of Election from the Bureau of Immigration (BI) and one (1) photocopy
If applicant has been granted citizenship by Act of Legislation
- Certified true copy of the law granting citizenship
- Foreign Birth Certificate authenticated by Philippine FSP
REQUIREMENTS FOR THE RENEWAL OF SOON-TO-EXPIRE PASSPORTS OF ADULT APPLICANTS
Simple Renewal of Passports (No Change in Name)

- If the marriage was held in the Philippines: Original Marriage Certificate printed on security paper issued by the Philippine Statistics Authority (PSA; formerly NSO) and one (1) photocopy.
- If the marriage was held abroad: Original Report of Marriage (ROM) issued by the Philippine Consulate General in Frankfurt, Philippine Embassy in Berlin or the Philippine Honorary Consulates in Germany or PSA issued ROM if the Report of Marriage was filed in other Philippine Foreign Service Posts and one (1) photocopy.NOTE: For those who were married in Germany and wish to file their ROM with the Philippine Consulate, please see the Civil Registry portion of this website.

- Annotated marriage certificate or Report of Marriage printed on security paper issued by the Philippines Statistics Authority (PSA) and one (1) photocopy
- Birth-certificate printed on security paper issued by the Philippines Statistics Authority (PSA) and one (1) photocopy
- For Widows
Death certificate of deceased spouse and one (1) photocopy:- If the Filipino husband died in Germany, an original Report of Death (ROD).
- If the Filipino husband died in a country other than Germany, a PSA issued ROD must be presented.
- If the foreign husband died in Germany, then a Auszug aus der Sterbeeintrag/Death Registry Certificate (Formula C) authenticated by the relevant Landgericht or Regierungspräsidium must be presented.
- If the husband died in the Philippines, the death certificate must be printed on security paper issued by the Philippines Statistics Authority (PSA).
- Birth-certificate printed on security paper issued by the Philippines Statistics Authority (PSA) and one (1) photocopy
- Passport fee €54,00 payable only in cash

REQUIREMENTS FOR THE RENEWAL OF EXPIRED PASSPORTS
If your expired passport is an ePassport, you may follow the procedure for Simple Renewal of Passports.
If your passport is either Brown/Green (Non-Machine Readable Ready), please follow the procedures for Applying for a Passport for the First Time/New Application.
REQUIREMENTS FOR RENEWAL OF LOST PASSPORTS OR DAMAGED/MUTILATED PASSPORTS
- Personal Appearance
- Printout of the duly accomplished PASSPORT-APPLICATION-RENEWAL sent with the email confirmation of your appointment
- Photocopy of the passport data page
- If a photocopy of the data page of the lost or damaged/mutilated passport is not available, please present your original PSA Birth Certificate and one (1) photocopy. Married women using their husband’s surname should also present their original PSA Marriage Certificate and one (1) photocopy.
- Present German residency permit (Aufenthaltstitel) or Schengen visa and photocopy of the permit/visa, AND old cancelled passport or any valid Government-issued ID and photocopies of the same
- In case of a Lost and still VALID ePassport:
- Police report with English translation done by a certified licensed translation office. Please note the Consulate cannot translate the police report for you.
- Affidavit of Loss. This can be executed at the Consulate.
- Lost Passport fee €157.50 in cash (€135.00 for the lost/valid passport + €22.50 for the Affidavit of Loss).
- In case of a Lost but EXPIRED Passport:
- Affidavit of Loss. This can be executed at the Consulate
- Lost Passport fee €157.50 in cash (€135.00 for the lost/valid passport + €22.50 for the Affidavit of Loss).
- In case a passport has been mutilated and/or damaged:
- Affidavit of Explanation. This can be executed at the Consulate.
- Fee for renewal of a mutilated/damaged passport is €54 + € 22.50 for the Affidavit of Explanation
- Surrender the mutilated/damaged passport

REQUIREMENTS FOR PASSPORT APPLICATION OF MINORS
Passport for Infants Born in Germany
The Filipino parent(s) of an infant born in Germany should file a Report of Birth to register the birth of a Filipino child before applying for a Philippine passport. Please see the Civil Registry portion of this website for the procedure and requirements.
All minor passport applicants (new or renewal), must submit the following documents:
- Accomplished PASSPORT-APPLICATION-MINOR sent with the email confirmation of your appointment
- Personal appearance of minor applicant and either parent or authorized adult companion
- PSA Birth Certificate or PSA Report of Birth printed on Security Paper issued by the Philippine Statistics Authority and one (1) photocopy
- Passport or Valid Government issued ID of either parent (please see the List of Acceptable IDs for New Passport Application) and one (1) photocopy
- For passport renewal applications, passport of the child and one (1) photocopy
- School ID of the applicant (if available) and one (1) photocopy

In case the Applicant is not Accompanied by the Parent/s during the Application Process
- Applicant must submit a Special Power of Attorney (SPA) executed by the parent/s designating the minor’s companion to assist in the application process. If not executed by the parents at the Consulate, the parents’ SPA must be brought to a NOTARY and authenticated by the Landgericht.
- Passport or Valid Government issued ID of authorized adult companion (click here for the List of Acceptable IDs for Passport Application) and photocopy
In Case the Applicant is an Illegitimate Child in Custody of the Mother
- Personal Appearance of minor applicant and mother or authorized adult companion
- PSA Birth Certificate and one (1) photocopy
- Passport or Valid Government issued ID of mother or authorized Adult Companion (click here for the List of Acceptable IDs for Passport Application)
- If applicant is not accompanied by mother during the application process, applicant must submit a Special Power of Attorney executed by the mother designating the minor’s companion to assist in the application process. If not executed by the mother at the Consulate, the parents’ SPA must be brought to a NOTARY and authenticated by the Landgericht.
If the Applicant Is An Illegitimate Child and the Mother is Deceased / Absent and the Father Unknown
- Personal Appearance of minor applicant and adult guardian
- PSA Birth Certificate and one (1) photocopy
- Valid Passport or valid government ID of adult guardian and photocopy
- Affidavit of Guardianship
- German Court Order on Guardianship with English translation
If the Minor Applicant Is Undergoing or Has Undergone the Process of Domestic Adoption
- Personal Appearance of minor applicant and adoptive parent/s
- PSA Birth Certificate and one (1) photocopy
- Valid passport or valid government issued ID* of adoptive parent/s (click here for the List of Acceptable IDs for Passport Application) and photocopy
- Court Decree of Adoption
- If applicant is not accompanied by adoptive parent/s during the application process, applicant must submit a Special Power of Attorney executed by the adoptive parent/s designating the minor’s companion to assist in the application process. If not executed by the parents at the Consulate, the adoptive parents’ SPA must be brought to a NOTARY and authenticated by the Landgericht.
If the minor applicant is undergoing or has undergone the process of foreign adoption / Inter Country Adoption Board (ICAB) adoption process

APPLYING FOR A TRAVEL DOCUMENT
A travel document may be issued to Filipinos who have lost or damaged their passports or who otherwise urgently need to travel back to the Philippines but are unable to fully comply with the requirements for the issuance of a regular passport at the time of the emergency.
Such emergencies include life and death situations, serious illness, bereavement of immediate family, and other threats to a person’s safety and livelihood.
A travel document is only valid for 30 days upon issuance.
Filipinos who are in Germany for tourism or short-term study and have lost their passport may be issued a Travel Document to allow them to return to the Philippines.
A Filipino who lost his passport in Germany and resides in a third country may be issued a Travel Document for direct, one-way travel to the Philippines. This travel document cannot be used to travel to another country.
Requirements:
- Duly-accomplished travel document application form
- Four (4) photos with white background (standard European passport-size photos)
- Copy of applicant’s airline reservation/booking (please ensure that your flight itinerary does not have a layover in any Schengen/EU-member country)
- Present Philippine passport, or the photocopy of data page of lost Philippine passport
- In case of a lost passport: Submit Affidavit of Loss, Police Report, and photocopy of birth certificate and/or marriage contract (in the case of married women)

CAN I APPLY FOR A PHILIPPINE PASSPORT IN OTHER CITIES IN GERMANY?
You can apply for a passport at the Philippine Embassy in Berlin or the Philippine Consulate General in Frankfurt. Another option would be to avail of the mobile consular outreach services conducted in specific cities of Germany. You can renew your passports in these places on these special days.
CAN I APPLY FOR A PASSPORT IN BRUSSELS OR THE HAGUE?
Please contact the Philippine Embassies in Brussels or The Hague beforehand. If you live near Switzerland or Austria, please contact the Philippine Embassies in Berne or Vienna.
I LIVE IN DENMARK, OR IN POLAND. CAN I APPLY FOR A PASSPORT IN GERMANY?
Yes, you can apply for a passport with the Philippine Consulate General in Frankfurt. What are the requirements to renew my passport?

HOW DO I KNOW IF THE CONSULATE IS OPEN DURING HOLIDAY SEASONS LIKE EASTER?
The Consulate observes certain German and Philippine Holidays. Please refer to the front page of the Consulate’s website or Facebook page for the list of holidays observed and any other announced closures.
HOW LONG IS THE PROCESSING TIME AT THE CONSULATE AND HOW MUCH DOES IT COST?
This will depend on the volume of applicants on the day and time you come. On the average, it takes about 20 minutes to apply for a passport and costs €54.-.
WHY DO I NEED TO GO TO FRANKFURT? CAN I NOT JUST MAIL IT AS BEFORE?
Personal appearance is now required in order to capture the biometrics of each applicant such as the face, the fingerprints, and the signature.
WHEN DO I GET MY NEW PASSPORT?
After completing the application process at the Consulate, it takes about 4-6 weeks for the new passport to arrive from the Philippines. However, it is best to regularly check the Philippine Consulate General’s website for announcements on possible delays. All passports are centrally printed in the Philippines.
WHAT HAPPENS TO MY OLD PASSPORT?
Your old/current passport will be returned to you after you apply and you can continue using it until the new one arrives in about 4 to 6 weeks. When your new passport arrives at the Consulate, you need to bring or mail your old passport to the Consulate with a self-addressed stamped envelope. We will then cancel your old passport, and return it to you together with your new passport.
WHEN IS THE BEST TIME TO RENEW MY PASSPORT?
It is recommended to renew your passport about 9 months before it expires.
IS THERE A FINE IF THE PASSPORT TO BE RENEWED IS ALREADY EXPIRED?
No, there is no additional fine for renewing expired passports.
MY FILIPINO WIFE AND I JUST GOT MARRIED. WE WANT HER PASSPORT TO BE AMENDED SO THAT SHE WILL CARRY MY FAMILY NAME. WHAT DOES SHE NEED TO DO?
Your wife must first report her marriage. Please visit the Civil Registry section for the form and information on Report of Marriage (ROM). After the Report of Marriage is filed with the Consulate, your wife can apply for a passport using her married family name right away. The ROM can also be filed at any of the Philippine Honorary Consulates in Germany, whichever has jurisdiction over the place of marriage. But she can apply for a passport only in Frankfurt or Berlin.
MY DAUGHTER/SON IS HALF FILIPINO AND HALF GERMAN. IS SHE ENTITLED TO A PHILIPPINE PASSPORT?
Yes, if at the time of the child’s birth one of the parents was still a Filipino citizen. Your daughter or son’s birth first needs to be reported. Please visit the Civil Registry section for the form and information on Report of Birth (ROB). However, if your spouse was already a naturalized German citizen at the time of your child’s birth, then your child is not a Filipino citizen and cannot apply for a Philippine passport.
CAN WE REPORT OUR DAUGHTER/SON’S BIRTH AND APPLY FOR A PASSPORT AT THE SAME TIME?
Yes, it is possible to combine both the ROB and passport application, or combine both the report of marriage with passport renewal. One comes only once to the Consulate General in Frankfurt to accomplish two transactions.
I LIVE NEAR MUNICH, CAN I REPORT MY CHILD’S BIRTH THERE
Yes, you can report your child’s birth at the Honorary Consulates in Munich or Stuttgart, whichever Consulate has the place of birth under its consular jurisdiction. But after reporting the birth, you can apply for a Philippine passport for your child in Frankfurt or Berlin only.
