The public is hereby reminded that the deadline for registration for the Overseas Voting for purposes of the 2025 National and Local Elections overseas is on 30 September 2024. The Philippine Consulate General reminds all qualified Filipinos who have not yet registered, who have been deactivated, or who need to correct/update their voter records and addresses, to visit the Consulate or drop by the Overseas Voting counter during their visit to the Consulate for other services. The requirements and procedures for registration are listed here.
ANNOUNCEMENT ON THE AVAILABILITY OF I-REHISTRO PLATFORM
The COMELEC Overseas for Overseas Voting (OFOV) informs the public that the i-Rehistro platform may now be accessed through the link https://irehistro.comelec.gov.ph/ovf1 beginning 12 February 2024. The i-Rehistro is NOT an online registration form. It is only used to fill out and generate the OVF1 form with QR code. After encoding all the needed information, please save a copy of the system-generated PDF file containing the accomplished OVF1 form on your device and print it on A4-sized paper. This printout will serve as your OVF1 form, which you still need to personally submit at the Consulate for the processing of your application as per Sec. 6 of Republic Act No. 10590.
REGISTRATION REQUIREMENTS AND PROCEDURES
PERIOD OF FILING OF APPLICATION – Applications for Registration/Certification transfer of registration records, change of name due to marriage or court order/correction of entries in the Voter’s Registration Record, reactivation, and change of address may be filed from December 09, 2022 to September 30,2024 local time of the host country.
WHO MAY REGISTER – All citizens of the Philippines, who are abroad or will be abroad during the thirty (30) day voting period, at least eighteen (18) years of age on the day of the elections and not otherwise disqualified by law, may register.
WHO ARE NOT QUALIFIED TO REGISTER. – The following shall be disqualified from registering:
- Those who have lost their Filipino citizenship in accordance with Philippine laws;
- Those who have expressly renounced their Philippine citizenship or who have pledged allegiance to a foreign country; except dual citizens as referred to under R.A. No. 9225, otherwise known as “The Citizenship Retention and Reacquisition Act of 2003′;
- Those who have committed and are convicted in a final judgment by a court or tribunal of an offense punishable by imprisonment of not less than one (1) year, such disability not having been removed by plenary pardon or amnesty; Provided, however, That any person disqualified to register under this subsection shall automatically acquire the right to vote upon expiration of five (5) years after service of sentence;
- Any citizen of the Philippines abroad previously declared insane or incompetent by competent authority in the Philippines or abroad, as verified by the Philippine embassies, consulates or Foreign Service establishments concerned, unless such competent authority subsequently certifies that such person is no longer insane or incompetent.
WHERE TO FILE THE APPLICATION FOR REGISTRATION/CERTIFICATION – Applications may be filed at any Post abroad or at designated registration centers outside the Post or in the designated registration centers in the Philippines as approved by the Commission.
REQUIREMENTS FOR FILING AN APPLICATION FOR REGISTRATION/CERTIFICATION – Every applicant shall accomplish OVF No. 1 (can also be accomplished using the online application form facility iRehistro*) and submit the following:
- A valid Philippine Passport (bring also one (1) photocopy of the data page of the Passport);
- In the absence of a valid Passport: a Certification issued by the Post that it has received and reviewed the appropriate documents submitted by the applicant and found them sufficient to warrant the issuance of a passport, or that the applicant is a holder of a valid passport but is unable to produce the same for a valid reason;
- If you are a Seafarer: a photocopy of your Seaman’s Book or any other document that will prove that you are a seafarer should also be submitted in addition to “1” and “2” above;
- If you are a Dual Citizen: please submit your Dual Citizenship certificate or the Order of Approval (original and photocopy) in addition to “1” and “2” above;
- Personal appearance is required, since the registrant will need to provide their biometrics.
All applicants for all OV-related application MUST set an appointment using this link: https://frankfurt-pcg2.appointlet.com/s/appointment-schedule and under “Consular Services to be Applied for” select “Overseas Voting Registration“
For purposes of Application for Transfer from Post to Philippine Municipality/City/District, the application shall be filed at the local Office of the Election Officer in the city/municipality/district where the overseas voter intends to vote in the Philippines, subject to rules and regulations on local voter registration. On certain types of application, registered Overseas Voters with complete biometric data may also avail of COMELEC-OFOV’s Virtual Frontline Services (VFS).

After encoding all the needed information, please save a copy of the system-generated PDF file containing the accomplished OVF1 form on your device and print it on A4-sized paper. No personal data will be saved or retained on any server after using iRehistro. In case you delete or lose the system-generated PDF file, you will have to repeat the process to generate another OVF1 form.

COMELEC’S VIRTUAL FRONTLINE SERVICE (VFS)
- Registered Overseas Voters with complete biometric data may file the following types of applications through the COMELEC-OFOV’s Virtual Frontline Services (VFS), provided that no changes to their biometric data shall be made. (Based on Section 28-32 of COMELEC Resolution No. 10833)
- Transfer (Post to Post or Country to Country);
- Reactivation of OVRR;
- Reinstatement of Names Inadvertently Omitted from the NROV;
- Change of Address; and
- Correction of Entries or Change of Names.
Multiple types of applications may also be filed through the VFS provided that the applications only include the abovementioned types (e.g. Transfer with Reactivation and Correction of Entries).
Applicants may file their requests or applications through electronic mail by sending the scanned copy of the accomplished OVF No. 1 to the OFOV’s email address for Overseas Voters’ Concerns (ov.concerns@comelec.gov.ph), including in the said email a scanned copy of the Philippine Passport or Seafarer’s Record Book, and other supporting documents.
Virtual/Online Remote Appearance as a Substitute for Physical/In-Person Appearance. – In cases where the filing of a sworn application or an application under oath is required by law, the OFOV’s Election Officers and designated Administrative Officers are authorized to conduct interviews with the applicants to verify their identity and to administer oaths using video conferencing software.
Printouts of Accomplished OVF 1 Regarded as Equivalent to the Original. – Considering that the mode of submission of the accomplished and signed OVF 1 is via email, the electronic files containing the accomplished and signed OVF 1 attached to the email sent by the applicants shall be regarded as functional equivalents of their paper-based counterparts. Their printouts shall likewise be considered as equivalents of the original, after their contents and due execution have been verified and confirmed by the Election Officers of the OFOV during the interviews conducted by video conference.

Quirino, Antique, and Tarlac Products and Crafts at Center Stage in Frankfurt

31 January 2024 – Philippine design and home furniture, décor, and crafts from the provinces of Quirino, Antique, and Tarlac were the limelight of the Philippine presence at this year’s edition of Ambiente, the premier international consumer goods fair organized annually in Frankfurt. More than 40 Philippine exporters participated in the fair.
The Philippine pavilion organized by DESIGN Philippines proudly placed Filipino craftsmanship, elegantly aligned with current market demands, at the forefront to further position the Philippines as a sourcing destination for finely crafted products for the world market.
The furniture, lamps and lighting, home decor, and holiday pieces collectively highlighted a natural and handicraft flair, paired with clean lines, modern silhouettes, and textures designed to captivate both in form and function, and highlighted the sustainability stories behind the Philippine products.
DESIGN Philippines also placed the spotlight on Antique and Quirino as two emerging hubs that offer crafts that elevate indoor and outdoor spaces.
Quirino’s display showcased 11 brands that preserve the culture and traditions of the tribes and communities local to the province, including intricate fossilized flowers, bags, fashion items, furniture, and handmade wooden decor.
The creations from Antique, developed under the theme of “Hantique” to highlight the hands that craft the artfully woven pieces of the region, were the result of a collaboration between 10 MSMEs and artisanal communities with the Design Center of the Philippines (DCP) and Department of Trade and Industry-Antique, with the support of the Office of Senator Loren Legarda, who is committed to bringing Antique’s craftsmanship and creativity to the global stage.
The Tarlac Province Pavilion, which was supported by the Provincial Government of Tarlac, similarly featured a collection of 12 companies that showcase the culture, natural resources, and design abilities of the province’s craftspeople.
Ambiente is the largest consumer goods trade fair outside of Asia, attracting over 3,000 exhibitors from 150 countries annually.
In Ambiente 2023, DESIGN Philippines generated USD 2.73 million in sales (around Php 152,675,250) with only 30 participating companies. For 2024, with even more exporters participating in the fair, DESIGN Philippines is hoping to generate an even larger amount of sales from the fair. END

Thanks to the Filipino Catholic Communities in Baden Wuerttemberg, Hesse and North Rhine Westphalia, “Pit Senyor” reverberated in three separate Sinulog celebrations in Germany. In Rottenburg, Baden Wuerttemberg, the festival drew in 1,500 attendees, while the celebrations in Bad Homburg, Hesse and Sankt Augustin, North Rhine Westphalia attracted hundreds of Filipino-Germans. The Sinulog parades on German streets mirrored the dancing across Cebu. The Philippine Consulate General in Frankfurt also took to the streets to join the vibrant Filipino communities in the revelry. 15 January 2024 – This year’s edition of the Caravaning, Motor, Touristik (CMT) fair, the world’s largest public fair for tourism and leisure, opened at the Messe Stuttgart, Baden-Württemberg on 13 January with the Philippines as the Featured Country.
Baden-Württemberg’s Minister for Economic Affairs, Labor and Tourism Dr. Nicole Hoffmeister-Kraut, the Lord Mayor of Stuttgart Dr. Frank Nopper, and Messe Stuttgart President Roland Bleinroth personally visited the Philippine pavilion.
Consul General Marie Yvette Banzon Abalos took the stage to introduce the “Love the Philippines” campaign. She highlighted that the Filipino advantage is its peoples’ special ability to “soothe and fill anxious hearts weary of crises, uncertainty and worry”.
At the Philippine pavilion, fairgoers can book their favorite travel package to the Philippines, enjoy the traditional dance shows by the Sindaw Philippines Performing Arts Guild and taste Filipino food, including samples of kapeng barako and roasted pili nuts.
The Philippine booth at stand B11 in Hall 4 of Messe Stuttgart will remain open to welcome travelers looking for their next adventure until the close of the CMT fair on 21 January 2024. END…
