Public Advisory: Delays in the Availability of Passports in Philippine Embassies and Consulates General

March 18, 2020

17 March 2020 – The Department of Foreign Affairs (DFA) Office of Consular Affairs informs the public that due to disruptions in the services of its logistics partners following the declaration of an enhanced community quarantine in the whole of Luzon effective 17 March 2020, there will be delays in the delivery and availability of passports in Philippine Embassies and Consulates General until normal operations resume once the quarantine period ends.

Passport applicants with questions or emergencies may get in touch with the Philippine Embassy or Consulate General where they filed their passport application. The Philippine Consulate General informs Filipino nationals residing in the 7 states under its jurisdiction of the following:

1. As of 11 March 2020, German Government health authorities have recorded 1,567 persons infected with COVID-19, which have resulted in 3 deaths. Cases of infection have been confirmed in all federal states, with the bulk of the cases recorded in Baden-Wuerttemberg (277), Bavaria (366) and North Rhine-Westphalia (484).

2. The Consulate encourages members of the Filipino community to follow prescribed guidelines for prevention – wash hands regularly, avoid touching public surfaces, cover nose and mouth when sneezing or coughing, and seek medical care if feeling ill. Avoiding large gatherings and unnecessary travel, especially to high-risk areas, is also recommended to minimize the chances of exposure to the virus.

3. Among sources of updated information pertaining to the situation in Germany with regard to COVID-19 are the websites of the Federal Ministry of Health (www.bundesgesundheitsministerium.de) and the Robert Koch Institute (www.rki.de). Everyone is encouraged to be apprised of developments and to follow appropriate recommendations.

4. Currently in effect in the Philippines is a temporary travel ban for passengers arriving from or transiting via China, Macau, Hong Kong and parts of South Korea (province of Gyeonsang, Daegu and Cheongdo). Exempted from this ban are Filipinos and their spouse/children, foreigners with Philippine permanent resident visas and members of the diplomatic corps.

5. With regard to announcements made on 12 March 2020 by Philippine Government officials concerning “community quarantine” over the National Capital Region and by local government units, the Consulate shall issue appropriate advisories on the matter upon receipt of official guidelines.

Philippine Consulate General in Frankfurt Elevates Perception of Women with Disability on its Women’s Month Celebration

6 March 2020 – In celebration of National Women’s Month this March, an exhibition entitled “Art Beyond the Spectrum: An Exhibition Featuring the Artwork of a Girl with Autism – Ms. Mina Ellen Felipe-Hanihara,” was opened today, 6 March 2020, at the Philippine Consulate General in Frankfurt.

The art exhibition featured the artwork of Ms. Mina Ellen Felipe-Hanihara, a Manila-based Filipino woman with autism. The activity intends to change the way the public perceives women with disability by showcasing their talent. It also aims to draw attention to the situation of women with disability, such as autism, who may experience levels of vulnerability and marginalization due to prevailing socio-cultural norms, structure of service delivery and discrimination on the basis of disability and gender.

“The Philippine Consulate joins the international community in celebrating women empowerment. It is both the duty of the government and its citizens to take steps to end discrimination against women, especially women with disability. They belong to the vulnerable sector of our society, thus we must ensure that they get the protection that they need,” Consul General Evelyn D. Austria-Garcia said in her remarks. She further encouraged the Filipino-German community to join the call to advance women’s rights and gender equality, break gender stereotypes, and stop gender-based violence and discrimination against women.

The opening was attended by the members of the Filipino-German community in Frankfurt and nearby states, many of whom were impressed with the artistic skills of Ms. Hanihara, a Manila-based autistic artist.  They expressed admiration for her artwork, which featured colorful images of nature, plants, flowers and landscapes. A brief video of the event was also produced by Post for viewing in its Facebook page.

With the theme “We Make Change Work for Women,” the Consulate also prepared  month-long activities to highlight the empowerment of women as active contributors to and claimholders of development. It has designated 6 March as “Purple Friday” and provided a “Women’s Special Lane” at its Consular Section to cater to its female applicants. Other activities lined up for the Women’s Month are the launching of a social media campaign, distribution of information materials and video showing of women’s issues.

Philippine Proclamation No. 227 s. 1988 provides for the annual conduct of the National Women’s month celebration in March to recognize the contributions of Filipino women in society. END
